President-Elect 2026

Robyn Egbert

Robyn Egbert is a strategic communicator who thrives in connecting organizations and brands to their communities. Receiving her Master of Arts in Mass Communication from the University of Houston, her background lies in developing and managing communication campaigns, public involvement plans, community outreach, reputation and stakeholder management, media relations, and digital marketing. She has spoken at national conferences, been a mentor to public relations students, serves on the Board of Directors for PRSA Houston, and volunteers with the Junior League of Houston. During her tenure on the board with PRSA Houston, Robyn actively sought opportunities to grow membership, engage new sponsorships, and plan flagship events for the organization including PR Day and Excalibur Awards. Outside of public relations, she is a mom of 2, avid sports fan, and an aspiring yogi. 

Vice President

Tala Kseibi

Tala Kseibi is a Senior PR Manager at Love Advertising, where she leads media relations and strategic communications for clients across B2B and B2C industries, including energy, consumer, home services, nonprofit, and others. With three years of experience, she has built strong media relationships and is recognized for delivering measurable results through coverage that strengthens awareness, engagement, and reputation. Her work has been central to multiple PRSA award-winning campaigns, including the agency’s recognition with PRSA Houston’s highest honor, the Grand Excalibur Award.

Known for her ability to foster trust and maintain meaningful relationships with clients, Tala advises executives on a wide range of PR matters, including strategic messaging and media presence. She has led numerous media trainings for C-suite leaders, helping them refine their voice, navigate interviews with confidence, and align communication strategies with organizational goals.

Her passion for leadership and service has been evident throughout her career. She has been actively involved in PRSA since her college years at UTSA, where she revitalized the PRSSA Chapter as president. Under her leadership, the chapter grew from zero members to more than 25 in a single semester and raised over $5,000 to support student programming and development opportunities. She later served on the PRSA San Antonio Board and now serves as a Board Director and New Professionals Chair for PRSA Houston.

At Love Advertising, Tala directs the agency’s summer internship program, leading a cohort of interns across PR, media, brand, and creative departments. She not only mentors students as they gain hands-on experience but also provides a well-rounded view of how each discipline contributes to impactful campaigns. This role has allowed her to shape the next generation of professionals while further strengthening her perspective on how integrated teams drive results.
As an Arab-American, Tala brings a multicultural perspective that shapes both her professional work and community service. She has partnered with refugee resettlement organizations, raised funds for humanitarian causes, and built programs to help refugees adapt and thrive in their new communities. Guided by her belief in the power of communication to inspire change, Tala continues to dedicate her career to advancing the profession and creating opportunities for others.

Leslee Hackett

As a digital communications professional who brings creativity and strategy together to help businesses connect with their audiences. Leslee Hackett specializes in social media marketing, content creation and marketing within the public relations field. She has a talent for spotting trends and crafting messages that connect with the audience.

Whether she's refreshing a company's website, designing eye-catching graphics, or developing marketing campaigns, Leslee knows how to make brands stand out in the digital world. Her versatile skill set spans everything from media monitoring to internal communications, making her a go-to resource for organizations looking to strengthen their online presence.

What sets Leslee apart is her attention to detail and commitment to delivering results that exceed expectations. She's built a reputation as a trusted advisor who helps businesses navigate the ever-changing digital landscape with confidence.

When she's not crafting the next great campaign, you'll find Leslee exploring new destinations around the world or catching up on the latest Netflix series on her weekends. She also enjoys photography, volunteering in her community, and teaching Bible study. Leslee stays ahead of industry trends by continuously learning about new tools and techniques in digital marketing.

Treasurer

Mike O'Neill

Mike O'Neill has built his career on both sides of the press release. With nearly 30 years of experience in television news he knows how stories are shaped, spun and scrutinized. In 2017 he transitioned to corporate communications, where he was responsible for external messaging and media relations for Memorial City through major challenges like the COVID-19 pandemic and the 2021 Big Freeze. He is now the Senior Communications and Marketing Specialist at TDECU, utilizing his industry knowledge and deep media connections to support the growth journey of the fourth largest credit union in Texas. As Chair of the PRSA Houston Scholarship Committee he is committed to advancing and mentoring the next generation of communicators and public relations professionals.

Secretary

Hailey Ngoc Bui

Hailey Ngoc Bui is the Marketing & Communications Manager at Consolidated Asset Management Services (CAMS), where she drives the company’s brand storytelling and external communications strategy. She leads the design and development of promotional materials, builds messaging frameworks, and develops campaigns that connect CAMS’ services with stakeholders across the energy industry.
 
Before joining CAMS, Hailey spent more than five years in both B2C and B2B agency settings, where she crafted campaigns for a wide range of industries and honed her ability to translate complex ideas into compelling narratives. She holds a B.A. in Communications and an M.A. in Mass Communications, where her graduate research focused on social media behavioral trends.
 
Beyond her corporate role, Hailey is deeply engaged in the communications community. Since 2024, she has been an active member of PRSA Houston, first serving on the Hospitality Committee before being Chair of the Communications Committee in 2025. In this role, she leads initiatives to strengthen online engagement, amplify the chapter’s visibility, and foster meaningful connections across Houston’s PR and communications professionals. Through her leadership, she is dedicated to helping PRSA Houston grow its presence, influence, and value for members across the region.

Assembly Delegate

Susan C. Scott, APR

Versatile and analytical professional with extensive experience driving external affairs and corporate communications strategies that enhance brand reputation and stakeholder engagement across diverse industries.

Proven success in managing public affairs initiatives, crisis communications, and media relations to safeguard organizational interests and build public trust. Adept at crafting executive communications, strategic messaging, and integrated content across internal and external channels. Proficient in stakeholder relationship management, government affairs, community engagement, and partnership development to advance organizational goals and social license. Forward-thinking leader with a strategic vision for leading, mentoring, and developing high-performing, geographically dispersed teams that deliver measurable impact. Laura Frnka-Davis, APR

Laura A. Frnka-Davis, APR, is the principal of LFD Communications, a woman-owned public relations agency based in Pearland, Texas. Over the last six years, she has assisted many businesses and nonprofits with their communications needs.

Past and current clients include Make-A-Wish, Teach for America Texas, Cizik School of Nursing at UTHealth Houston, Members Choice Credit Union, Writers in the Schools, Catholic Charities of the Archdiocese of Galveston-Houston, and Spring Branch Independent School District. In 2020, she led the publicity campaign for the opening of a major family-friendly luxury resort north of Houston. This project earned her team a prestigious Platinum Marcom Award in the media relations category.

Before founding LFD Communications, Laura refined her expertise at several of Houston’s prominent nonprofits and businesses, such as Texas Children’s Hospital, Pierpont Communications, and LifeGift. Her comprehensive understanding of various communications disciplines—from media relations to PR writing to internal and external communications, including crisis communications—instills confidence in her clients and collaborators.

In recognition of her outstanding contributions to the field, Laura was named the Public Relations Society of America (PRSA) Houston Chapter Solo Practitioner of the Year in 2020. Her continued success was marked by silver Excalibur awards in integrated communications for campaigns associated with the Houston Botanic Garden in 2021 and 2022 and a bronze PRSA Houston Excalibur award in 2023 for her work with Teach For America Houston. In 2024, LFD Communications further solidified its reputation, bringing home two awards from PRSA Houston and one from the International Association of Business
Communications (IABC) Houston.

In addition to her professional achievements, Laura is dedicated to sharing her expertise and contributing to the industry. She is an esteemed instructor for the Leadership Institute for Nonprofit Executives at Rice University, where she imparts her knowledge through a public relations and marketing module. She is also an active member of the PRSA Independent Practitioner Alliance and Solo PR Pros. Last year, she served as chair of the PRSA Houston Excalibur Awards, further demonstrating her commitment to the profession.

Laura graduated from Texas A&M University in College Station, Texas, where she majored in journalism
and minored in marketing.

Linda Tobar, APR

Ms. Linda Tobar’s affiliation in Public Relations spans 15 years, encompassing the full spectrum of services. From formulation of messaging and communications planning to execution of campaign strategies, her comprehensive skillsets make substantive contributions across client projects. 

Ms. Tobar’s experience producing multimedia marketing tools include leading projects through conceptualization to final edit and managing development of client websites that incorporate formulated strategies for impactful results. 

As a communication strategist, Ms. Tobar performs client assessments, formulates strategies for improved communications, manages production of recommended communication tools, and is a valued thought partner. Her bilingual proficiency is a highly valued asset, and her attention to detail is a welcome influence on delivering excellent client experiences. 

Ms. Tobar is accredited by the Public Relations Society of America. She received a Bachelor of Arts in Mass Communication with an emphasis in Public Relations from Sam Houston State University where she was a member of the University’s Honor’s College. Having worked with Newman & Newman, Inc. for over a decade, Ms. Tobar is accustomed to working with various industries ranging from nonprofits to government, along with clients in healthcare and education. She most recently served as Vice President of Public Strategies for the Houston Area Women’s Center, leading all aspects of the nonprofit’s external and internal communications, including building and maintaining relationships with media, positioning the organization as a national thought leader of domestic and sexual violence, increased brand awareness, and supported the organization’s philanthropic revenue goals by creating a strategic donor communications plan through cross-collaboration.

Board Member

Kami Watson Huyse, APR

Kami Watson Huyse, APR, is the CEO of Zoetica Media and an award-winning public relations strategist with over two decades of experience. She currently serves as a PRSA Houston Assembly Delegate and chairs the Chapter’s University Committee, where she is working to launch a mentorship program for emerging professionals.

Kami has previously served as Secretary and Treasurer for PRSA San Antonio and helped establish a student scholarship fund. Earlier, she partnered with the PRSA National Capital Chapter and the American Red Cross to train hundreds of PR professionals in disaster response communication following 9/11.

Kami is committed to fostering community, mentorship, and ethical leadership in the profession and would be honored to continue serving PRSA Houston as a member of the Board of Directors in order to bring the mentorship program to fruition.

Qiana Sellers

Award-winning strategic communicator, military veteran, and creative visionary, Q’iana Sellers brings over two decades of leadership across journalism, broadcasting, and digital communications. Known for turning great ideas into impactful realities, Q’iana has led innovative campaigns, executive messaging, and public-facing initiatives that have reshaped how organizations engage with their audiences. As the Senior Manager of Internal Communications at Harris Health, Q’iana has curated landmark projects—from the grand reopening of the historic Quentin Mease Health Center to the acclaimed LIVING ICONS COVID-19 memorial art exhibit. A PRSA Gold and Silver Excalibur Award winner and advocate for purpose-driven storytelling, Q’iana is passionate about helping communication professionals, entrepreneurs, and creatives grow through authentic communication and bold strategy.
